No idea, it should be under dev/lang where other lisps are, but Stefan Haubenthal is an accomplished software packager so perhaps there's a good reason.

Maybe lisp is considered a basic language. :)

How does Clamiga compare with the most recent CLISP which did support AmigaOS?

CLISP's maintenance status is mentioned, but I can't help wondering in which way that would be relevant.

From reading the linked page, they both compile to bytecode not native instructions.

There are open source Common Lisp systems for the OG Macintosh that compile to native instructions that could probably be ported to AmigaOS.

Cambridge Lisp contained a native code compiler and was available on AmigaOS.

Clamiga has a native jit compiler for m68k.

Also, "Diptera" is a genus containing houseflies. I don't think it was a good branding move.
